Procedure for Licensing the Provision of a Telecommunication Service

·        The License Application Form shall be filled in (5 copies)

·        The application shall be delivered to the Licensing and Tariff Department for revision.

·        The application shall be submitted to the Director General by the Director of the Technical Department for presentation to the Study Committee.

·        The application shall be returned to the Technical Department for recommending the result of study, and then to the Director General for issuing the preliminary license.

·        Following payment of the license issuing fees prescribed for the service and the commitment to provide the service according to the provisions of the telecommunication Act and By Laws, the application shall be submitted to the Director General for issuing the license.

Application for Allocation and Licensing of Frequencies and Frequency Bands - Public Telecommunication Networks

Application for Allocation and Licensing of Frequencies and Frequency Bands - Private Telecommunication Networks

 

 

License Application for  Public Telecommunication Network

  (1)   License application for public telecommunication network shall be submitted to the Director General as per the Guide for preparation of License Application Form No. (1) attached to the Telecommunication General Bylaws 2002  in six copies after payment of the prescribed fees.

 (2)    The License Application shall include the following:-

(a)  A comprehensive study on the project including technical, organizational, operational and financial plans and all data, information and supporting documents.

(b)  A clearance certificate from the Zakat (almsgiving) and Taxes Departments.

(c)  A certificate of financial solvency from a recognized bank in Sudan.

(d) A declaration of accuracy of the data and information contained in the application.

     (3)   The applicant must be a company registered in Sudan for operation in the telecommunication field or shall submit a confirmation to the effect of performing registration procedure within thirty days from the date of being notified on the application approval. 

   (4)   Notwithstanding provisions (2) and (3) above, applications for broadcasting stations shall be submitted to the Director General following the approval of  the Competent Minister.

License Application for  Private Telecommunication Network

 (1)     License application for private telecommunication network shall be submitted to the Director General as per the Guide for preparation of License Application Form No. (1) attached to the Telecommunication General Bylaws 2002  in six copies after payment of the prescribed fees.

(2)     The License Application shall include the following:-

(a)  Company or Business Name registration certificate issued by the competent authorities in Sudan.

(b)  A study on the service to be licensed and the necessities therefor.

(c)  A comprehensive study on the technical and organizational plans.

(d)  A clearance certificate from the Zakat (almsgiving) and Taxes Departments.

(e) A declaration of accuracy of the data and information contained in the application.

   (3)   Notwithstanding provisions (1) above, applications for private broadcasting stations shall be submitted to the Director General following the approval of  the Competent Minister.

License Application for Importing and Marketing

License applications for importing and marketing of telecommunication apparatuses  shall be submitted to the Director General including the following particulars:-

(a)  Company or Business Name registration certificate issued by the competent authorities in Sudan.

(b)  A clearance certificate from the Taxes and Zakat (almsgiving) Departments.

(c)  A certificate of financial solvency from a recognized bank in Sudan.

(e) A declaration to the effect of establishing an equipped workshop for maintenance.

License Application for Assembling and Manufacturing Telecommunication Apparatuses and Materials

(1)  License application for assembling and manufacturing of telecommunication apparatuses and materials shall be submitted to the Director General as per the Form No. (1) attached to the Telecommunication General Bylaws 2002  in six copies after payment of the prescribed fees.

   (2)  The License Application shall include the following:-

(a)  A comprehensive study on the project including technical, administrative, organizational and financial plans and all data, information and supporting documents.

(b)  A clearance certificate from the Zakat (almsgiving) and Taxes Departments.

(c)  A certificate of financial solvency from a recognized bank in Sudan.

(d) A declaration of accuracy of the data and information contained in the application.

 (3)   The Applicant must be a company registered in Sudan for operation on the telecommunication field, or shall submit a confirmation to the effect of perform registration procedure within thirty days from the date of being notified on the application approval.  

Application for Allocation and Licensing of Frequencies and Frequency Bands - Public Telecommunication Networks

(1)  Applications for allocation and licensing of frequencies for public telecommunication networks shall be submitted in six copies to the Director General as per Forms Nos. (5) and (6) attached to the Telecommunication General Bylaws 2002  after payment of the prescribed fees.

      (2)  The Application mentioned section (1) above shall enclose the following:-

(a) Full description of the service for which allocation and licensing of frequencies is required specifying the required capacity of frequency.

(b)  Full technical specifications of the equipment used for transmission and reception, types of these equipment and locations for installation thereof.

(c)  NTC approval of the project.

(d) Geographical locations and coverage range for frequencies to be allocated.

(d) Plan for interconnection with other networks. 

 Application for Allocation and Licensing of Frequencies and Frequency Bands - Private Telecommunication Networks

(1)  Applications for allocation and licensing of frequencies and frequency band  for private telecommunication networks shall be submitted in six copies to the Director General as per Forms Nos. (5) and (6) attached to the Telecommunication General Bylaws 2002 after payment of the prescribed fees.

      (2)  The Application mentioned section (1) above shall enclose the following:-

(a) A comprehensive technical study of the service to be licensed enclosing the required specifications of equipment.

(b)  Technical and administrative document supporting the establishment of the private network to prove that the business of Applicant necessitates the establishment of their own private network.

(d) Geographical locations and coverage range for frequencies to be allocated.

(d) Network execution plan

(e)  Company or Business Name registration certificate for the party applying for license in Sudan.

(f)   A certificate of financial solvency.

(d) A clearance certificate from the Taxes and Zakat (almsgiving) Departments.
